Why can I only submit a form once every 2 minutes?

We had to add some limitations to prevent spam and other malicious activities. One of those limitations is that a visitor can only fill out a form once every two minutes.

Another limitation is that the first form created by a new account will be locked 2 hours after it was created. This only applies to non-paid accounts.
